This clause is based on Vietnam's current electronic transactions, network security and intellectual property rules, and explains the boundaries of the association's public content, professional records, work materials, query services and external links.

Please note before using this website

This website is used to publish association governance information, professional work content, exhibition materials, information records and public service portals. There is no requirement to register an account to access public pages; when using inquiry, material submission or other special functions, you should also abide by the rules announced on the corresponding page. These Terms do not exclude the rights granted to visitors, authors, consumers or data subjects by Vietnamese law and cannot be excluded by agreement.

1. Operating entities and applicable laws

This website is operated by Hoa Nhip Association for the Development of Culture, Sports and the Arts. The association assumes corresponding responsibilities in accordance with the functions actually provided by the website such as public information release, professional record verification, work display, letter processing, and security maintenance.

These Terms are formulated in accordance with Vietnam's Electronic Transaction Law 20/2023/QH15, Cyber ​​Security Law 116/2025/QH15, Intellectual Property Law 50/2005/QH11 and its amended law 07/2022/QH15, and other applicable Vietnamese laws and regulations. Matters involving personal data shall also apply to the Privacy Policy of this website.

2. Scope of application and special rules

These Terms apply to the official website of HCSA Sports and Art Development Association and the public service portal of the association explicitly linked to by this website. Different columns may separately explain the rules for work authorization, registration and submission, inquiry and verification, or cooperation and communication; the special instructions and these terms together constitute the usage boundaries of the corresponding functions.

This website is intended for public viewing and professional communication. After a page is reprinted, screenshotted, excerpted or linked to by a third party, the source, release date, version and scope of application of the original page will not be changed.

3. Electronic access, notification and service nature

When visitors access public pages through a browser, send emails, or use the query function, they should provide information that is true, legal, and consistent with the necessary scope of handling matters. The electronic notifications and confirmations made by the association through web announcements, query results pages or official emails will be judged according to their content, time, delivery channel and applicable laws; ordinary page display does not automatically constitute a contractual commitment, membership acceptance decision, award decision or rights license.

Member-related online services are only available to candidates and existing members who have entered the professional recommendation or association targeted invitation process. Candidate individuals or organizations can only enter the formal invitation and membership creation process after they understand the procedures, complete the submission of candidate files, and have been reviewed and confirmed by the association. If electronic signature or account services are added in the future, the association will separately announce identity verification, corrective exit and corresponding data processing rules before activation.

4. Website content and public records

The association governance, professional fields, membership, innovation, review, honors, exhibition and information pages provide information according to their respective columns. News, opinions, curatorial texts and professional articles should be read in conjunction with the author or responsible person, publication date, update history and context.

Page introductions, search engine summaries, third-party narrations or historical screenshots cannot replace the association's current pages and valid query results, nor may they be expanded and interpreted as the association's certification, guarantee or endorsement of matters beyond the express scope of the page. When it comes to event time, application conditions, review arrangements or work authorization, the latest official description of the corresponding project shall prevail.

5. Verification of membership, honors and professional records

Membership records can only be verified by the member himself or the authorized contact person of the institutional member; honors and other clearly disclosed professional records can be verified by relevant entities holding valid numbers and registered names and the public. Users should enter the record number and registration name or organization name as prompted on the page. They may not query unauthorized information about others, nor may they use guesswork, enumeration, automated procedures or batch requests to obtain records.

The query results only prove the record status, category, subject and valid scope clearly listed on the results page, and do not prove unlisted professional qualifications, government licenses, commercial credit or other third-party matters. Record subjects or legitimate interested parties who have objections to the results can submit the number, disputed fields and verifiable materials through the official email to apply for review; no one is allowed to create, alter or disseminate false inquiry pages, certificates, numbers or association endorsement relationships.

6. Intellectual property rights, work rights and personality rights

The layout, text, graphics, logos, database structure and editorial content formed by the association on this website are owned by the corresponding rights holders in accordance with the law. Rights to artistic works, photography, video, audio, research results and publications shall be determined by the work page, signature information, authorization document or original source notation.

Public viewing does not equate to obtaining permission to reproduce, adapt, disseminate, publicly perform, display, publish, generate generative artificial intelligence training, include data sets, or commercially exploit. When using content containing the artist's name, portrait, voice, signature, personal experience or image of the work, the corresponding personality rights, personal data rights and authorization boundaries should also be respected. If you need to use content beyond the scope of quotation permitted by law, you should contact the association or the corresponding rights holder in advance and obtain explicit authorization.

7. Permitted browsing, citation and sharing

You can access public pages through normal browsing and quote public content within reasonable limits such as teaching, research, comments, or news explanations. When quoting, the name of the association, page title, author or responsible party, publication date, and original page link should be retained. Rights identification, misinterpretation of the original meaning, or source confusion must not be deleted.

When sharing a link to a page, you should ensure that the link points to the real page and be responsible for any differences between the paraphrased content and the original text. Any quotation or sharing shall not imply an unconfirmed partnership, endorsement, authorization or sponsorship relationship between the Association and the cited person.

8. Prohibited Behaviors and Network Security

You are not allowed to access the website by destroying, interfering, detecting vulnerabilities or bypassing security measures. You are not allowed to implant malicious code, forge identities, use the name of the association, tamper with public records, or capture query results, personal data and non-public information in an automated, high-frequency, batch manner.

You may not use website content to infringe on the legitimate rights and interests of others, disseminate illegal or knowingly false information, commit fraud, create false certificates or honorary relationships, and you may not remove the work signature, copyright description, record number, valid status, scope of use and other necessary source identification. In order to protect the website, record subjects and other visitors, the association can take necessary measures such as speed limiting, blocking abnormal requests, preserving logs, suspending relevant entrances, and reporting to the competent authorities in accordance with the law.

9. Letters, cooperation proposals and submission materials

When submitting consultations, cooperation suggestions, work materials or correction basis to the association through public mailboxes, please provide only the information necessary to handle relevant matters, and confirm that you have the right to submit relevant text, images, attachments and contact information.

The receipt of materials does not mean that the association has accepted cooperation, exhibition, review, award or public release arrangements; membership candidate materials are only processed within the professional recommendation or association's targeted invitation process, and their acceptance does not mean formal acceptance. Unless otherwise agreed in writing by both parties, submitting materials does not automatically transfer the copyright or other intellectual property rights of the work; if public display, editing, translation, dissemination or archiving is required, the association will clarify the purpose, medium, territory, term, signature and withdrawal conditions through project rules or authorization documents. 10. External links and entrusted technical services

This website may link to maps, media, partner agencies or other third party pages. The Association checks the purpose and direction of links within a reasonable scope, but does not control third-party services. Their content, technical operation, privacy processing and usage conditions are managed by the corresponding operators. Inquiry portals controlled by the association or maintained by entrusted technical service providers are still handled in accordance with the inquiry rules and privacy policies announced by the association.

Before accessing external links, please check the address and read the corresponding terms. Changes, suspensions or information processing methods of third-party pages will not be converted into the association's direct service commitment just because this website provides links.

11. Website maintenance, information correction and service availability

The association will revise, suspend or migrate pages based on content updates, security maintenance, system adjustments and file management needs, and will make reasonable efforts to keep the source, version and time relationship of important public records clear.

If you find that there may be errors in the name, date, number, link, copyright mark or factual content, please submit the specific page address, problem description and basis for verification via the official email. The Association will review within the scope of its responsibilities and make corrections, supplementary explanations or retain the original version depending on the status of the record.

12. Information use and responsibility boundaries

The Association makes reasonable efforts to maintain the content, record status and technical availability of the website, but the public information may be updated, delayed or temporarily inaccessible due to project adjustments, changes in rights, network failures, necessary maintenance or requirements from competent authorities. Visitors should check the release date, scope of application and query status before making important decisions based on this; matters requiring written confirmation should be verified separately through the official email.

The Association is not responsible for the consequences of visitors' use of content out of context, reliance on third-party reprints, unauthorized reproduction of works, falsification of search results, or violation of these Terms. Nothing in these Terms shall exclude or limit liabilities that cannot be excluded or limited under Vietnamese law, nor shall it affect rights holders, data subjects or other subjects seeking relief according to law.

13. Complaints, Rights Notification and Dispute Resolution

If you believe that website content infringes upon copyright, related rights, portrait, reputation, personal data or other legitimate rights and interests, please send the rights holder’s identity or agency basis, disputed page address, description of related works or records, rights claims and verification proof via the official email. During the verification period, the association may take prudent measures such as restricting the display of the disputed content, supplementing the label, or temporarily taking it offline.

These Terms and matters related to the use of the website shall be governed by the laws of Vietnam. After a dispute occurs, the parties should first conduct verification and negotiation based on website records, project rules and communication materials; if the negotiation cannot be resolved, either party may seek settlement from the competent state agency or Vietnamese court with jurisdiction in accordance with Vietnamese law. This clause does not prevent you from making complaints to the competent authorities or exercising your legal rights in accordance with the law.

14. Terms update

The Association may update these Terms due to changes in website functions, disclosure systems, technical conditions or applicable rules. The new version will be published on this page and marked with the update date, and it will be applicable to subsequent access and use from the date of publication.

If the update has a significant impact on content authorization, material submission, query use, or visitor rights, the Association will prominently state this through this page; matters that have been determined by written authorization or special agreement will be handled in accordance with the corresponding documents and applicable laws.
