Association Charter

Article 1The name of this association is Hoa Nhip Association for the Development of Culture, Sports and the Arts, the English abbreviation is HCSA. The association determines its organizational positioning, work boundaries and operating rules in accordance with this charter.

Article 2This is a professional organization that carries out professional exchanges, research collaboration, practical demonstrations and public communication in the fields of culture, sports, art and interdisciplinary collaboration. Its basic mission is to form stable, open and sustainable industry connections.

Article 3The association's office is located in Hanoi, Vietnam. It carries out regional and cross-regional professional collaboration based on work needs, and connects relevant professional entities through physical activities, publishing and communication, and digital platforms.

Article 4The Association follows the principles of professionalism, openness, collaboration and public responsibility, and respects the knowledge system, practical methods, creative rules and evaluation standards in different fields.

Article 5The association takes the charter as the basic basis for organizational operation and establishes systems for discussion, execution, supervision, professional consultation, information disclosure and archives management. Each agency performs its duties in accordance with its authorization.

Article 6The organizational decisions, professional opinions and public announcements formed by the Association shall go through corresponding procedures, and personal opinions shall not be used to replace collective decisions or formal professional conclusions.

Article 7The purpose of the association is to connect the depth of culture, the vitality of sports and the creativity of art, and promote long-term collaboration between research, practice, exhibition, professional judgment and public communication.

Article 8In the field of cultural inheritance, we organize the research, recording, exchange and dissemination of local culture, traditional skills, folk art, public culture and contemporary expressions.

Article 9Conduct professional discussions on sportsmanship, physical practices, physical education, community involvement, video documentation and socio-cultural values ​​in the field of sports humanities.

Article 10In the field of artistic development, we support creative research, criticism, exhibitions and archival work in the visual arts, performing arts, design, photography, video and digital media.

Article 11Promote interdisciplinary collaboration around public space, youth development, culture and education, community practice and digital communication, and clarify participating subjects, professional boundaries and results responsibilities.

Article 12Organize topic research, special forums, professional training, exhibitions, publishing, dissemination and image recording, and save necessary projects, works and authorization materials.

Article 13Establish an expert consultation and professional review mechanism to provide independent opinions on topics, results, exhibitions, honors and other matters that require professional judgment.

Article 14Members include individual members and institutional members. Membership categories, qualifications, professional scope, participation methods and continuous performance requirements are specified by the membership system.

Article 15Membership candidates enter the program through qualified professional recommendations or directional invitations from the association. The association conducts profile verification based on professional background, practical experience, professional records, shared values and participation capabilities.

Article 16After the candidate files have been verified, professionally evaluated and confirmed by governance, the association will decide whether to issue a formal invitation; the invitation records, registration time and membership status of the confirmed candidates will be included in the unified membership file.

Article 17Members have the right to participate in member congresses, professional activities, project collaboration and public affairs of the association in accordance with the articles of association, and provide opinions and suggestions through prescribed channels.

Article 18Members should abide by the charter and association systems, maintain professional integrity and the reputation of the association, perform their duties according to actual tasks, and bear corresponding responsibilities for restricted materials they come into contact with during their work.

Article 19Member status, professional fields, performance records and registration status are managed uniformly by the association and verified through prescribed third-party inquiry methods; membership status adjustments are handled in accordance with the membership system.

Article 20The Member Representative Conference is the association’s highest deliberative body, which reviews the charter and its revisions, development direction, work reports, formation methods of governance bodies and other important matters.

Article 21The member congress elects or establishes the board of directors and supervision and inspection agencies in accordance with the articles of association, and reviews their work; the decisions made at the meeting are organized and implemented by relevant agencies.

Article 22The Board of Directors performs its mid-term governance responsibilities, implements the resolutions of the Member Congress, and reviews development plans, annual work, important systems, professional projects and public affairs arrangements.

Article 23The Standing Council handles important daily matters within the scope of authorization of the Council, supervises the implementation of relevant decisions, and reports the resolution and implementation status to the Council.

Article 24The Supervision and Inspection Committee independently performs supervisory responsibilities such as charter implementation, resolution implementation, system compliance, duty performance procedures and conflict of interest management.

Article 25The secretariat is responsible for the daily execution and comprehensive coordination of the association, connecting governance meetings, professional committees, membership work, project implementation, external liaison and information release.

Article 26The office is responsible for document circulation, meeting security, data registration, file storage, digital content maintenance and other administrative support tasks to ensure the complete connection of work records.

Article 27The Association may set up professional committees, special working groups or project organizations based on professional needs and phased tasks, and clarify responsibilities, deadlines, authorities and reporting relationships in writing.

Article 28The chairman presides over the work of the Board of Directors and the Standing Council, coordinates important matters of the association, supervises the implementation of resolutions, and carries out relevant work on behalf of the association in accordance with the authorization.

Article 29The Vice Chairman is responsible for corresponding professional fields or key tasks according to the division of labor, and coordinates professional committees, special working groups and project matters within the scope of authorization.

Article 30The Secretary-General organizes the daily execution of the association, connecting meetings, documents, offices, member services, professional projects and public communications, and regularly reports on the implementation status.

Article 31The person in charge of the association is elected and performs his duties in accordance with the articles of association and corresponding systems, and his division of labor, authorization, term of office and work records are uniformly managed by the association.

Article 32The professional committee is composed of members with corresponding professional background and practical experience, and is responsible for topic research, professional consultation, project demonstration, rule discussion and review suggestions.

Article 33The professional committee formulates annual or phased work arrangements based on authorization; when cross-field matters are involved, relevant professionals can be invited to participate in discussions and form independent opinions.

Article 34The person in charge of the association and the members of the professional committee shall abide by the declaration of interest, avoidance, confidentiality and archival rules, and shall not make association decisions or commitments to external parties beyond their authorization.

Article 35Association meetings are convened in accordance with the terms of reference and rules of procedure. Meeting topics, review materials and necessary background information should be submitted to participants in an appropriate manner in advance.

Article 36Major matters shall be collectively reviewed by the corresponding governance bodies; matters requiring professional judgment shall be matched with personnel from appropriate fields to participate in the demonstration, and administrative coordination shall not replace professional opinions.

Article 37The attendance at the meeting, main opinions, voting or resolution results, division of responsibilities and implementation requirements should be recorded and kept in accordance with the file system.

Article 38When personnel participating in discussions, consultations or reviews have direct interests in relevant matters or other relationships that may affect independent judgment, they should proactively declare and implement recusal.

Article 39Supervision and inspection agencies can verify the implementation of charters, resolutions and systems, review work records within the scope of their duties, and propose corrections or improvements.

Article 40Objections to professional review results will be accepted, reviewed and recorded in accordance with corresponding systems; reviewers should remain independent, and review opinions should be filed together with the original review materials.

Article 41The association publishes charter systems, governance information, project results, exhibition materials, honour records and other public content in accordance with the public boundaries to ensure that public information and official records correspond to each other.

Article 42Members, experts, projects, reviews, achievements, exhibitions and honour files are managed in categories, and important records are kept with clear source, time, version and responsibility relationship.

Article 43Content involving personal information, undisclosed materials, conflicts of interest or restricted professional materials should be collected, used, kept and accessed in accordance with responsibilities and authorities and corresponding systems.

Article 44The boundaries of use, display and dissemination of documents, images, works, publications and digital content formed or managed by the association should be clear, and the legitimate rights and interests of authors, participants and related rights holders should be respected.

Article 45The association's resources should serve the purpose and business scope stipulated in the charter, and necessary approval, registration, execution and supervision records should be established for the use of important resources.

Article 46The association compiles annual work, system implementation and public achievement records based on governance and work needs, and discloses them to members or the public through appropriate means.

Article 47Proposals for amendments to the charter may be made by the board of directors, supervisory and inspection agencies or members who meet the regulations. Revision proposals should state the modification matters, reasons and connection with the current system.

Article 48The revised text of the Articles of Association shall be submitted to the Member Congress after review by the Board of Directors, and the review process and adoption results will be formally recorded.

Article 49The Articles of Association shall be implemented after being reviewed and approved by the Member Congress in accordance with the procedures; relevant systems shall be consistent with the Articles of Association and shall be adjusted in a timely manner according to the revision of the Articles of Association.

Article 50The organizational implementation and daily interpretation of this Articles of Association shall be the responsibility of the Board of Directors in accordance with the authorization of the Member Congress; important interpretations, system connection and implementation matters shall form traceable records.
